Message:

I am writing to voice my strong opposition to the House Agriculture Committee’s proposed $300 billion in cuts to SNAP and to urge you to vote against the budget reconciliation bill when it comes to the House Floor for a vote. The majority of New York’s 2.9 million SNAP recipients are children, seniors, or people with disabilities. Fifty-six thousand of those recipients are veterans. New Yorkers are already struggling with rising costs for basic needs, including food, and are counting on our federal representatives to help, not cut programs they rely on to put food on the table. The House Agriculture Committee would cut $300 billion by passing costs onto the state, expanding harsh work reporting requirements to older adults and households with school-age children, and requiring future updates to the Thrifty Food Plan to be cost-neutral rather than reflecting the true costs of food. Currently, SNAP benefits are 100 percent federally funded, with a 50 percent state match for administrative costs. The Agriculture Committee’s proposal increases states’ share of administrative costs to 75 percent and requires states to cover up to 25 percent of benefit costs—an unprecedented change to the program’s funding structure. A 25 percent cost shift would require New York to cover an estimated $1.8 billion in FY2028 alone. That amount dwarfs current state spending on anti-hunger programs and is not feasible or sustainable for our state or others. States will likely need to cut other critical state investments that support constituents’ basic needs, or cut SNAP access and/or benefit amounts. Expanding work reporting requirements would jeopardize SNAP access for 125,000 New Yorkers ages 55 to 64 and 221,000 adults with school-age children. Tying work requirements to SNAP is not effective; research shows work requirements reduce access to food assistance but have no effect on employment. Most SNAP recipients who can work already do; according to Census data, 82 percent of non-disabled adults without minor children who received SNAP at any point during 2023 had earnings during the year. The average SNAP benefit in FY26 is projected to be just $6.40 per person per day, covering less than two meals per day in New York. Requiring updates to the Thrifty Food Plan to be cost-neutral will further reduce benefit adequacy over time. The emergency food system cannot fill the demand from SNAP cuts. For every one meal provided by the Feeding America network of food banks and pantries, SNAP provides nine meals. SNAP supports food security for New York families. I urge you to vote no on the budget reconciliation bill and protect SNAP from any cuts or harmful changes. Thank you.
