Deadline for Replacement of Stolen SNAP Benefits Extended to April 1 Benefit theft from EBT card skimming and phishing scams continues to impact SNAP households. The deadline to submit claims for replacement SNAP benefits stolen between October 1, 2022–August 20, 2023 and/or Cash Assistance benefits stolen between January 1, 2022–August 20, 2023 has been extended to April 1, 2024. Households who experienced theft during these time periods can still apply for replacement benefits after April 1, 2024, but only if the application is submitted within 30 days from the date the household discovered the theft. Benefits stolen on or after August 21, 2023, must be reported within 30 days of the date the household becomes aware of the theft to be eligible for replacement. New EBT Card Locking Feature For added protection, SNAP participants can now lock their EBT card when it is not in use and unlock it to make a purchase. Cards can be locked and unlocked with the ConnectEBT app. Locked EBT cards cannot be used for purchases, transactions, or balance inquiries. NYSNIP Transition to NYSCAP To Be Complete by December 1 Seniors and people with disabilities who live alone and receive Supplemental Security Income (SSI) are automatically enrolled in SNAP through the New York State Combined Application Project (NYSCAP). New York State began to implement NYSCAP in December 2021 as a replacement for the New York State Nutrition Improvement Project (NYSNIP), which has been phasing out since then. The date for the transition from NYSNIP to NYSCAP to be complete has been extended to December 1, 2024. All NYSNIP participants will be transferred to NYSCAP at their next recertification or before the end of the year. NYSNIP benefit allotments were adjusted on January 1, a change that impacted the remaining NYSNIP participants.
