Updated SNAP Prescreening Guide Now Available

Hunger Solutions New York released updated sections of the SNAP Prescreening Guide with new information through June 30, 2022. The SNAP Prescreening Guide is an invaluable tool to help community organizations determine if a household may qualify for SNAP, estimate monthly benefit amounts, and assist with the application and recertification process. View, download or print this essential guide for anyone working with SNAP applicants and participants.

News and Policy Updates

ABAWD Rule Suspended Through September 2023

NYS OTDA will continue to waive the Able-Bodied Adults without Dependents (ABAWD) three-month time limit rule in all New York State counties through September 30, 2023. Visit our ABAWD page for more information.

National Public Health Emergency Extended

The U.S. Department of Health and Human Services (HHS) renewed the COVID-19 public health emergency through October 13, 2022. This extension enables New York State to continue to seek approval from United States Department of Agriculture (USDA), Food and Nutrition Services (FNS) to issue monthly emergency allotment (EA) benefits to all SNAP households. SNAP EAs are expected to continue each month until the COVID-19 public health emergency is lifted in our nation. Find updates about SNAP EAs on our COVID-19 page.

SNAP Benefit Expungement Now at 274 Days

NYS OTDA announced that SNAP benefits will now be expunged from EBT accounts after 274 days of inactivity, a change from the previous timeframe of 365 days. Once SNAP benefits are removed from an account they cannot be reissued. Learn more about this and read the notice sent to SNAP households here.

SNAP Treatment of COVID-19 Health Care Worker Bonus Payments

Due to legislation included in the NYS 2022-2023 State Fiscal Year Budget, some frontline health care and mental hygiene workers may receive $3,000 bonuses to encourage recruitment and retention in the health care field during a time of staff shortages and turnover. The budget requires that these bonuses be exempted for public assistance purposes.

For SNAP, these payments are excluded from being counted as income. However, for any SNAP participant or applicant that is subject to a resource test, these payments are considered countable resources in the month they are received and remain a countable resource as long as they are readily available to the household. Affordable Connectivity Program

The Affordable Connectivity Program (ACP), a new federal program created in the Bipartisan Infrastructure Law, helps low-income households get discounted high-speed internet service. The benefit provides eligible households $30 off their internet bills. Some internet providers offer ACP-eligible households a high-speed internet plan for no more than $30 per month. Eligible families who pair their ACP benefit with one of these plans can receive high-speed internet at no cost. Households may be eligible based on income or participation in SNAP, Medicaid, WIC, SSI or other assistance. View the ACP flyer or learn more about the application and enrollment process.
