Deadline for Replacement of Stolen SNAP Benefits Has Been Extended The deadline to submit claims to request the replacement of SNAP and/or Cash Assistance benefits has been extended to December 31, 2023. SNAP benefits stolen between October 1, 2022 - August 21, 2023 and/or Cash Assistance benefits stolen between January 1, 2022 - August 21, 2023 through EBT card skimming and phishing scams are eligible to be replaced when a claim has been submitted by the deadline. Households whose SNAP benefits were stolen between October 1, 2022 - August 21, 2023 and TA benefits stolen between January 1, 2022 - August 21, 2023 who do not apply for replacement benefits by December 31, 2023 may still apply for replacement as long as the application is submitted within 30 days from the date of the household discovered the theft. Any benefits stolen on or after August 22, 2023 must be reported within 30 days of the date the household becomes aware of the theft to be eligible for replacement. Tips for Assisting People with Reporting Stolen SNAP Benefits A common mistake made during the skimming claims submission process can result in rejected claims or incorrect replacement benefit amounts. When clients use ConnectEBT to pull transaction dates, they must use the “Transaction” date, and NOT the “Settlement” date. Many of the submitted claims include this mistake, causing rejection or approval of a very low benefit amount, because the skimmed benefits were not transacted on the dates listed on the claim form. ABAWD Waiver Extended to February 28, 2025 The federal Able-Bodied Adults Without Dependents (ABAWD) time limit rule places a limit on how long unemployed, non-disabled, childless adults ages 18 to 52 are eligible to participate in SNAP. Those considered “ABAWDs” may only receive SNAP benefits for a total of three full months in a 36-month period, unless they live in a waived area, meet an exemption, or are already meeting work requirements. USDA FNS has approved OTDA’s request to waive the ABAWD time limit rule in all areas of the state through February 28, 2025. All districts are required to continue to screen SNAP applicants and recipients for an exemption from SNAP work requirements and/or an exemption from the ABAWD time limit.
